Services
C.I.D.S. offers a variety of services to residents of Chemung County, New York. We're dedicated to creating and implementing an integrated interdisciplinary system of identification, referral, and single-source access to child development and mental health services.

The Nurse-Family Partnership offers supportive, personalized guidance for individuals in Chemung County during their first pregnancy. By enrolling before 28 weeks, participants partner with a registered nurse who provides trusted advice and encouragement through pregnancy and until their child turns two—helping build a healthy, confident start for both parent and child. Connections to additional helpful resources are also available along the way.

Healthy Families Chemung County is a voluntary home visiting program that supports families who are expecting or have a newborn up to 3 months old. Using the Healthy Families America model, trained staff partner with families to provide encouragement, parenting support, and helpful information on child development, nutrition, bonding, discipline, and early brain growth. Visits can continue until a child enters school or turns 5, offering ongoing guidance every step of the way. Connections to additional community resources are also available as needed.

The CIDS School Readiness Program partners with families of infants through preschoolers, offering developmental screenings and personalized support along the way. Through in-person or virtual visits, staff provide guidance on topics like nutrition, early literacy, and child development, while helping families build skills and confidence. Connections to additional services are also available, with ongoing support every step of the way.

The Early Childhood Services Team offers friendly comprehensive developmental screenings for children birth to age 5. These screenings look at vision, hearing, speech and language, motor skills, and social development to help ensure children are growing on track. Families receive clear, supportive guidance about their child’s development, along with connections to additional services if needed.

The First 1,000 Days Program supports families during pregnancy and early childhood—a critical time of growth and development. Families who are expecting or have a child under age three can partner with a Community Health Worker for personalized support. Together, they identify needs and connect to helpful local resources such as food, housing, transportation, healthcare, and behavioral health services. Families choose the level of support that feels right for them, with a trusted point of contact along the way. The program is designed to reduce stress, strengthen families, and promote healthy beginnings for young children.

The C.I.D.S. Home-Based Crisis Intervention Program provides intensive, in-home support for children and youth ages 5–21 in Chemung County and their families. Using the Homebuilders Model, the program focuses on youth at immediate risk of psychiatric hospitalization, offering timely, flexible, and goal-oriented services. Rather than removing a child from their home, staff work alongside families to build skills, strengthen relationships, and connect them with resources—helping create a safe, stable, and supportive home environment.
